Paper work is created by the Constable you talk to which means that it is on their books for 5 to 6 weeks and is part of their regular patrol. With regard to campfires (which are illegal in the park) you can also call Fire Prevention at their non-emergency line 416-338-9000. They can only respond if the fire is still burning.
