Contact Nellie and she'll give you the skinny on the details.  Also this link to parks permits is very helpful too.

Streets to Homes delivers street outreach and housing assistance to street-involved people in Toronto.  The service is 24/7 in the downtown core and during the day and evening throughout the rest of the city.  Dial 311.

Troy Ford works for PF&R and his focus of work is around homeless people activity in parks, but also educates park patrons about park bylaws.  He does good work and welcomes community involvement.  If you do call, please double up with a 311 call for the 'record'.
